INN requires that clients send MODE READER iff the connecting host is listed in *both* nnrp.access/readers.conf *and* hosts.nntp/incoming.conf. This should not normally be the case; client machines are in the former and server peers are in the latter. It's done this since forever; it's certainly not new in INN 2.2.
